As someone who used Photoshop Elements before digging deep into my pockets to buy Photoshop CS6..

It may do just about everything they would need Photoshop for.

Most probably yes if you have the cd keys and the correct OS on your windows machine.

Probably, but you'll need to install them in compatibility mode. I have Adobe software older than this that still works on Windows 10 (haven't tried 11) so long as you set it that way.
