A question that's bugged me for a while - there is a space effect (I am assuming a console, but might be a bridge officer ability or a unique Weird Thing) that generates a Badlands-style plasma storm.

What is it? What generates the effect, and is it good for anything other than filling the entire screen?

Probably the console off the Maquis  Raider. A very good EPG console, by all accounts.
