What Fed ships are there from TNG era to Lower Decks that have a Miracle Worker seat?

Also does using a CAT token get rid of Elite Captain upgrade or any traits?

To your first question, this is the best list I could find.  It does not discriminate faction or era.

I'll also say that there are MW ships that by themselves don't meet your age requirement, but that can use an older ship's skin like the Fleet Sabre.
