Up until Oct 7th, the last decade was the most peaceful time (in terms of death count on both sides, particularly for Israel though) in the broader Israel-Arab conflict. Until Israel is presented with a better option than the pre-war status quo, there really is no reason for them to find a different route to take.

Iirc they weren't fully "peaceful" and involved Hamas folks trying to storm the border fence or throw stones at Israeli troops and stuff like that

Throwing rocks at an occupying military force seems like a good reason to shoot children in the legs.

There were multiple Islamic Jihad and Hamas militants in the border. It is not like IDF went inside Gaza to kill them. The protests were directly on the border of Israel-Gaza.

And Oct 7th makes it clear what would have happened if they entered through the border.
