Which multitool has the best scissors?

Looking for the best multitool for use on sites that don't allow traditional knives. Need the biggest/strongest scissors instead, along with the usual multitool utility (especially the pliers). It's OK if the tool still has a knife on it, just need the scissors for actual use on site.

Roxon flex (modular multitool) or ks2e (look this up, when you see the scissors, you won't buy Leatherman or victorinox) And they are cheaper, but not worse
