Activation lock is on but apple told me its off. Help needed

My iPhone is locked to the owner(iPhone Xr). Apple told me there is no activation lock active, but there obviously is because it's locked to the owner. I restored it with iTunes already but nothing changed. I found out that FMI is off. iOS 17 or 18. What should i do?

Try restoring it on a PC/ Mac

I did restore it on my PC with iTunes

If Find My is off, it is not Activation locked. It might show that the phone is locked to another account, but just go through the setup and once it activates itself, it will realize it no longer has activation lock!

Yeah but when i go into setup i connect to wifi and then it asks me to enter apple ID

Thats the thing, it's my OLD Apple ID which I don't remember. When i tried updating that phone a few years ago it asked me for ID again and I forgot it so i bought a new phone and now i need this one again because the new one is on repair and i need to unlock it. I already sent Apple proof of purchase and they told me there is no activation lock on my phone and that i can use it normally.

If Find My iPhone is off then resetting it using iTunes will wipe the entire phone to factory settings and allow you to set it up again.

IMEI checkehrs say its off but i think its on bc when i factory reset it it stays at locked by owner
