The fleeing felon rule is common law that applies in many states without a specific prohibition. Some states are silent on the topic. You'll find a few stories recently posted on /r/dgu in which a fleeing criminal is (perhaps unwisely) shot at with no charges filed. Examples abound.

So, circling back, you still have not said which "states" plural, beyond Texas have laws allowing shooting of fleeing burglars. I cannot read your mind. It is becoming the logical conclusion that you cannot say, which would make you either a liar, or an ideologue.

I've guided you to the answer. My suggestion is to study up on common law and then consult each state's firearm law statutes. There's really nothing more I can do for you. You can live in a state of denial, or you can do some research and draw your own conclusions.

I'll throw you a bone: There have been several instances of DGUs right here on this sub in which fleeing perps have been shot at by the victims and no charges were pressed.

A billing illegal things are done where no charges are pressed.

That doesn't make those billion things legal.
