License, registration and insurance please. Have none? Car to be towed and you get to walk with your tickets. I wouldn’t engage these people, documents or you’re ticketed and the car is towed.

It is inspired by Alaska's Z plates which are issued to those vehicles which qualify for permanent registration. Some sovcit "gurus" picked that up from a self-appointed "common law judge" in Alaska, Anna Maria Riezinger, aka Anna von Reitz.

It is a variation of the Customs & Revenue Service flag from back around 100 years ago. The US Customs & BP still uses a version of it today. Back in the early 1800s when the US had customs ships that patrolled for smugglers, they flew that flag.
