It sounds good in a lot of aspects but I don’t think he will get around the constitution.

“The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.”

It does seem congress can alter some of it but I don’t think you will get the house and the senate to pass that. The Supreme Court has pretty much sided with the states for the last 250 years on this. Also you’re not going to get states to get rid of early voting or go back to paper ballots.

If he tried to change it through executive order then he would probably loose in a law suit over separation of powers as elections and their administration is a legislative function and delegated to the states
