It’s because Russia imprisons people for leverage for swaps, not because of petty or street crimes. The state department travel advisory makes that abundantly clear
Russia has been on the "do not travel" list long before the invasion started and any prisoner exchanges were happening. This also isn't true just for Russia, the state department is generally very cautious with its advice, which maybe is good, but also kind of ironic since many US cities are more dangerous than the countries they declare as such.
Would love to see the state department make travel advisories for Baltimore, Detroit, etc.

Moscow is magnitudes safer than any large US city, unless you are traveling to Russia to make political statements.
