Yup! This is pretty much it.

I grew up among the Indian American professional upper middle class. Almost every single one of them had a chip on their shoulder about "coming here with nothing and becoming successful".

They all think they were rewarded because they were the "good immigrants who follow the rules", contrasting it with the "illegals who jumped the queue" or "African Americans who commit crimes".

In the last 8 years I've gotten into it with a lot of them about how every single right we get to enjoy as minorities were gained from the blood, sweat and tears of Black and Latino civil rights and labor rights activists.

I’m confused. This means she not only can’t vote, but technically isn’t even an immigrant. Am I missing something here?

TL;DR: No, she is an immigrant.

For someone to stay on a work permit that long, they would have had to file for their green card already ie. Immigration. The thing is, employment based green cards apply a 7% cap for approvals from each country, so someone born in India or China (from which most employment based green card applicants come from) has to wait several years more to get their green card even if they have the same skills, job title, pay etc. So, while their immigration intent has been recognized and can get 3 year visa extensions at a time, they are in a limbo in that they need to stay on work visa until their priority date for green card/PR application is deemed to be "current" based on availability for their respective country.

It's the worst for people born in India since they're still just approving those who applied back in 2012 whereas the same people would have become green card holders even if they had applied a whole decade later if they were born in any another country.
