According to the article, this can target as many as 1.1 million people and while Miami-Dade has a 70% Hispanic population, it overwhelmingly voted for Trump and then drew the attention of Thom Homan who plans to make it "ground zero" for deportations.
The deportations can potentially include people who receive state protection, such as Cubans, Venezuelans, and numerous other groups, but can also include DACA recipients (dreamers), as well as vulnerable people who are legally in the US, but lack documentation.
The issue is that many people who are in the country "legally" from the Hispanic community will have people in their families and communities that are undocumented and irregularly in the US, but for some reason they think it's everyone else that was meant to be deported.
