It’s only the armor that’s like Relm. Relm’s unique mechanic copied an enemy and its attack using the enemy’s stats. XIV’s Pictomancer exclusively deals magic damage and supports the party with buffs. It’s more like Bravely Default II’s Pictomancer, which does magic damage and supports the party with debuffs.

The Bravely series has always been "Not Final Fantasy (but really Final Fantasy, shh don't tell /wink /nudge.)" So, having BD2 as the inspiration for PCT's moveset isn't that unreasonable.

Yeah lol. It’s actually a direct continuation of FF the 4 Heroes of Light, iirc. Or at least related to it developmentally. I forget the details.

I actually think there’s some idea exchange that happens between the XIV devs and Bravely devs, maybe some are friends and spitballing ideas back and forth, or something idk. Both Bravely Second and Heavensward released Astrologian within like 2 or 3 months of each other, and Arcanist made a comeback from FFTA with A Realm Reborn less than a year after the original BD was released with it in the roster. With how long the games are being developed the odds of sheer coincidence feel slim.

Yeah, Final Fantasy: 4 Heroes of Light is the first in line of the Team Asano throwback RPGs headlined by Producer Tomoya Asano. Bravely Default was the direct successor to that game, so lots of legacy spells and jobs from the FF series.
