I'm assuming the "rose" is a vibrator. The best vibrators are the most powerful ones, and battery-operated ones rarely have the same strength. So, a high-quality vibrator usually plugs into the wall. It also makes an audible hum/buzz when in operation.

This sound is not unlike an electric hair clipper. The joke is she's masturbating at least 5 times a day with a loud, powerful vibrator, but the neighbors just keep hearing this loud buzzing going off, for minutes on end, multiple times a day, not unlike running a barber shop out of your house.

You’re right separately about the rose being a vibrator, and about higher power vibrators needing to be plugged into a socket but the rose toy is one of the small battery operated ones not that it’s relevant because your explanation of the joke was accurate but just in case you cared to know 8)
