[SECRET] Meetings with the Jarls SECRET

A tall, blonde nord by the name of Perrif had left the Imperial City for Skyrim, under guard merely to protect from bandits and wildlife. Within her possessions was a seal of the Emperor; she was speaking on behalf of him. She would enter the various holds, requesting private audience with the Jarls. What she had to say was for their ears only.

She also stops to speak with General Tullius when she goes to speak with High King Torygg.

[META: This way I can ‘talk’ with each provincial leader in turn and figure things out, without it being a huge ruckus like the Imperial War Summit was. (Which I wholeheartedly apologise for, sorry guys! Hopefully this is okay.)]

"First that he will be sending a legion of 10,000 men to your command. Secondly, these visits I am paying to the Jarls...they are in regards to White-Gold Concordat, and the impending war that the Emperor believes is coming. As you know now, the Aldmeri have invaded Hammerfell. Hit by crises in their homeland, they may be at the weakest we can catch them at. The Emperor wants to know your thoughts on the issue."

Tullius hesitates for a moment.

"I think it's best that we go to a more private location for this. Follow me."

Tullius says with a lowered voice.

After arriving into the General's War Room, he begins.

"I am all in favor of a war against the Aldmerii. Hammerfell is disturbingly close to Skyrim and I will help with the Fourth and Thirteenth Legions. But however, the Emperor must make sure that the other Legions are fit for service, lest we avoid another Concordat."

"However, it is getting dark, and you don't want to be in the harsh cold of Skyrim outside of the walls of Solitude at Night. I invite you to stay the night in a well-appointed Guest room before moving on."

She nodded. "Our people must be ready, and hopefully the Jarls are willing to devote some of their men as well. The Aldmeri threaten all of us."

She laughed when he spoke of being out in the cold. "Sir, I'm a nord–we were made for this weather. Still, I won't refuse a soft bed. Especially after all of this travelling. Thank you."
