North Portland conditions

Came across this gem: a manhole cover flipped upside down on the I5 path to Hayden Island. I know that they are extremely heavy but I couldn’t move it at all. This is more than a lighthearted prank, someone put work into that. Anyone know how to report this?

Also: the Slough trail is rougher than usual since they filled in the campsite at the east end with boulders. Several tents are set up along it, and at one point I had to stop because an (occupied) camp was literally blocking the path. I don’t begrudge someone for existing, but I have to live too, and I was on a work errand, not just some joyride.

This path to Vancouver sucks balls in perfect condition: zigzaggy path, narrow sidewalks, crossing traffic, you name it.
Perfect example of bikes as an afterthought, being treated like second class citizens.

And now this flipped manhole cover? SMDH.

The connections to the bridge are definitely anti pedestrian, putting you against an off ramp with people exiting well over the posted speed limit is a wild decision
