Hi ornithologist here. For feather ID we need a clear picture with a ruler. Are you still in possession of the wing? Try posting on r/whatsthisbird and r/feathers . But I actually suspect pigeon or gull (based on the shape of the flight feathers and local abundance).

Birds of prey are generally much bigger than most people think and this wing does not appear hawk sized to me. If it is a raptor it looks more like kestrel sized. But again it's quite difficult to tell without a ruler.
