will it work? I'm of the opinion that it will. But this...

Matsumoto believes Downtown business and property owners may not initially support higher taxes to create a BID because they “feel these are things that the city should be doing.”

The answer is no. United you want yet another inefficient special district run by friends and family of the appointing officials
