He doesn't need that, he famously expects his managers to field a call within seconds at any time, any day, or be fired.  He had a number of them on speed dial and will just call at all hours demanding new features and bullshit.  It's not a stretch that he'd have someone on call who will answers in seconds and then ban whoever he commands.

t's actually faster for him to do that and make others carry out the effort.  He calls, says so and so has broken the ToS and is to be banned/demonetized/whatever, and then they carry out his will.  The details are for the underlings to handle.

You just know he's going to say she violated the ToS and loses monetization and her checkmark, because literally most of these idiots constantly violate it but he only enforces it when it's convenient to him.  And to back it up, someone working for him will have details ready on when/what was in violation and which rules were violated, because when he says to take action he's also saying to comb their account for something in violation.

I doubt he'd even say about ToS, probably just "ban XYZ". Definitely won't include a please

Elon did say a TOS violation for doxxing someone, I'm not sure who. But he definitely had her banned on his personal orders :)

His lawyers were giving him shit about the randomness of his bans. Deep down he’s still a pleaser that just wants to fit in. Being edgy is his way of trying to get social credit.

That part is probably added by the first manager to take up the call. It probably starts as "ban XYZ, you loser!" and it's up to whoever picks it up to find a way to avoid getting sued.
