[EVENT] Yokudan's Unite EVENT

Dejiiu stepped off of Tava's Treasure in the largest settlement in the Daggerfall colony. He nodded to Admiral Olo as he departed. "Be back," he said as offhandedly as he could muster. His brother Baron Talib had tasked him with addressing the people of the colony now in upheaval after the dissolution of the council. He arrived in tow with 7,000 infantrymen and 500 mages to relieve the original infantry that were sent so long ago to aid in the rebuilding of the colony. He proceeded to the center of town winking at women and giving hearty handshakes to men that approached recognizing him from Heart's Day. He gave chocolate to the occasional child who were able to squeeze to cracks in the gathering crowds to get close enough to see him. Finally, as he reached the heart of the city one of the accompanying mages cast a shield and voice amplification spell on him as he stood beaming at the crowd gathered before him. A booming clearing of his throat got the attention of the few citizens around who were not yet paying attention to him. Internally he sighed and thought well here goes nothing.

"I promise to keep this brief citizens. As the son of a long winded man, I know how it feels to hear a man drone on. The past few years have been troubling for you good people. There has been war, there have been zombies, and there have been golden golems vanishing citizens and destroying your way of life. There have been corrupt councilmen and scheming merchants interested in only the gold that they can take from you the honest hard working citizens. You are tired and you are weary you wish only to work a honest living and enjoy what you have worked for. Well, today I offer you that and more. I offer you stability, I offer you safety, I offer you statehood in the Federated Kingdom of Hammerfell." With this Dejiiu paused waiting to see the response of the crowd before him.

The crowd has many Yokudans, but also Nords, Imperials, Orcs, and even Altmer, mostly from Balfiera. But there are two Altmer from the Summerset Isles who arrived to open a clothing shop called Fantastic Fabrics. The majority of the crowd are natives to High Rock, though a significant portion of them are immigrants.

A female councillor steps forth:

"Monsieur Dejiu," she says. "We appreciate your gifts and aid. However, we established ourselves as the Free People of Camlorn, and we will not pay taxes to anybody but ourselves, nor swear allegiance to a distant king. We kindly ask that you and your soldiers leave. We are perfectly capable of defending ourselves, and we are tired of war."

"You ought to keep your voice down as well. You are scaring the children."

[[Edit: The Councillor is not interpreting the soldiers as replacements, but reinforcements, and also foreigners not accustomed to the way things are run in the city. Therefore she sees them as threats.]]

The supply ships from Camlorn didn't come for several months. They didn't come to collect taxes either, which is peculiar. The rumors among the workers are that Camlorn had abandoned the colony for good. Reinforcements from Gilane are seen as a salvation. A sign that they weren't forgotten. General public is willing to submit to Hammerfell if it means further job opprtunities.

Dejiiu notice the citizens who seem to be in favor of joining Hammerfell and appreciates their aid. He turns to them and says "We offer to you all that is given to any other state within our kingdom, our aid and support during troubling times. May Tall Papa bless you so that you avoid the wickedness of Sep, but if he sees fit to try you with troubling times, we will be there in support."

Hey quick question on the colony. Is there a spreadsheet for it or is this comment the most up to date numbers on population.

Those numbers were before the population numbers were tweaked, so I guess not even that is accurate. But no, there is no official thing on the colony, you'd need to nicely ask the mods.

Dejiiu nods at the mage who stops casting his spell on him. He looks for the citizen who spoke up and spots an Altmer who is expertly dressed. He never expected to see such fashionably dressed citizens amongst the crowd. He bows and smiles at the Altmer who spoke.

"Any taxes you pay will indeed go back to you. My Baron does not want your taxes. He wishes to help his brethren, the selfless ruler that he is. All of his councilors and his Vizier have warned that this addition of your colony will be more gold that he will have to pay instead of gold that will be received. But the honorable Baron Talib cares not, and wishes to invest heavily in the colony and development of the current businesses that are trying to gain a foothold. (I'll have to ask her what shop dresses her so smartly once this is over he thinks to himself.)

He looks away from the Altmer and again addresses the crowd. "As for war it is something my Baron also wants to prevent. With Orsinium expanding and the recent attack on Shornhelm agreed on by the council he wishes to guarantee the safety of his brethren though they we be separated by a gulf."

He searches in the crowd again and locks eyes with the Altmer. " I spoke loudly not to spook the children, but to be heard and show our seriousness. Similarly, we come not with soldiers to frighten, but to prove to your people our seriousness in securing and improving the future of this colony.

The Altmeri councillor is shorter than her brethren from the Isles, has olive skin, and speaks perfect Bretonnic without a hint of an accent. "This crowded square is not a suitable place to discuss matters of import. "Allons dedans. Let us go inside."

She brings Dejiu to the office of the local government, and seats him down at a table. Other leaders fill in the empty chairs. A Redguard servant brings in local flower tea.

"My name is Maeve. I am a second generation immigrant to Daggerfall. My mother is an Altmer from Balfiera. My father was a Yokudans like you. But he was banished from his home for dishonouring his family."

"The city has many Yokudans now. The call of home is alluring, but all of them left for a reason. Whether to escape taxes, poverty, military service, arranged marriage, servitude, prison, or a variety of other hardships."

The councillors begin to draw up a long list of demands:

  • No taxes to Hammerfell except by a vote of council
  • No appointed leaders from Hammerfell
  • Freedom to elect their own leaders
  • Freedom of trade with all nations they desire
  • Not being subject to Hammerfell's trade restrictions
  • No longer providing financial aid or housing to Hammerfell's military; all troops stationed here must live outside the city
  • Trial in own courts
  • Prisoners to be held in own prisons. No transport of prisoners to Hammerfell's prisons.
  • No mandatory military service or draft
  • Maintenance of existing code of laws. Adoption of any of Hammerfell's laws must first be voted on by the council
  • Maintenance of Bretonnic as official language and culture
  • Ability to place restrictions on migration from Hammerfell any time.
  • Freedom to secede at any time by vote of council.

Dejiiu sends an assistant to rent a meeting room, bring a scribe to write down their demands, and to get coffee as he hunkers down to hear all of the demands of the people of the colony.

They squabble for a while and can't seem to agree, but the following seem to be the only unanimous conditions:

  1. They be protected militarily by the Hammerfell army and navy.

  2. The draft in Daggerfall only go to protect Daggerfall itself.

  3. Economic support in rebuilding the city is provided.

  4. No religious or racial laws are implemented in Daggerfall.

  5. The official language of Daggerfall remain Bretonic and not Yoku.

  6. The Isle of Betony will becomes a forced-labour camp for Dominion sympathizers and Wrothgar loyalists. Any necromancers will be forced to work there, as well, resurrecting any of the fallen workers.

  7. The city of Daggerfall becomes the capital of the newly formed Duchy of Illesa, an autonomous protectorate of the Kingdom of Hammerfell.

  8. The Duchy of Illesa be granted full control of the territories of former High Rock.

[How common is the Bretonic language? Aren't the majority of people left immigrants and the 2nd generation of immigrants? Wouldn't the Tamrielic common language be more prevalent.]

Dejiiu has no problem accepting the eight agreed upon conditions and most of councilor Maeve's.

  1. He rejects the ability to restrict migration from Hammerfell in anyway.

  2. He wishes for Hammerfell to have seats on it's council

  3. He rejects the no leadership from Hammerfell. He does not believe it necessary for their new leader to be from Hammerfell, but believes the people should be given a choice on who their leader will be

  4. Is ok with not having military in pre-established cities, but only if we are allowed to build a military base/settlement in an area of our choosing.

  1. Migration may be restricted. We must keep our population under control. We also don't want you sending lots of people at once for the purpose of creating an uprising and taking over.
  2. The Hammerfell-sympathetic party can run for seats like the rest of the councillors. All who run for seats must be Illesian citizens.
  3. Of course we will choose our leaders. No appointed leaders.
  4. Yes, you can build the base anywhere we approve. Preferably in the middle of nowhere, far away from any city. We appreciate your soldiers' protection but don't want them around to increase the prices of our liquor and whores.

Maeve still advocates heavily for maintenance of Daggerfall's own courts, and own codified laws, rather than those of a king half her age.

  1. I will agree on restriction on migration with a vote by the council, but only during times of war and crisis.

  2. Agreed. However, we will allow Hammerfell current citizens to run for the council. They will relinquish all ties to current state and will go through naturalization to become a Ilesian citizen if they win.

  3. Agreed. Same requirements for becoming a council member.

  4. We must insist that we be allowed to build where our military leaders decide will give us the best tactical advantage and ability to protect the citizens of Ilesia. We have been very accommodating with the demands of someone of the minority party.[Assuming you're in the minority using the rollme number as a percentage of people who want to be apart of Hammerfell.] I hope you would accommodate us as a sign of goodwill.

I have seen all the wealth of my home leeched first by kings, then the sons of kings, and now you come with a show of force asking us to bow to the rule of another king. Ha." She laughs bitterly.

"We ought not to be called the Duchy of Illesia, for we have no Duke. Perhaps the Specially Administered Region of Illesia. Or even better, the Free People of Illesia."

Smirking he replies, "Thank you councilor Maeve for referring to me as a new to politics, because I'm sure there are more less flattering terms that came to mind when wanting to describe my politics. As for the men behind me they are not a show of force, but instead a show of support. For the entirety of Illesia. Not just for those who agree with me but also for your 33%. Your 33% of the population is as important to us as the rest of the population, and we have agreed to the majority of your terms. However, it seems you disregard the 67% who agree with us. Your fellow countrymen have decided that they will be called Illesia. Illesia will decide on a council. Illesia's council will decide upon candidates for Dukedom. Illesia population will declare a Duke. Now I have been as accommodating and cordial as possible, but if you continue to fight the majority I will insist you take your 33% and show us your force.

"You assume the majority of the population welcome you with open arms. That is simply not true. You will find they are mostly like me, who will join with Hammerfell, but only on condition we maintain the sovereignty we worked so hard to build."

"Oh, did I come across as rejecting union with Hammerfell? No. I presented you with a list of conditions - most of them reasonable - to protect our rights as Illesians. I presented them because I believe we can make this union work. And you agreed to them. That was not tres difficile, was it? I thought we solved this issue. Yet you continue to argue with me. How warlike, really."

On his suggestion that Illesians will declare a duke, she says, "It is not your place, newcomer, to dictate the future of Illesia. That is up to the council. I expect that in the unlikely event we do have a Duke or Duchess, his or her power will be limited by the council. We have a distrust of rulers with too much power."

"Hammerfell is my ancestral land as well, but I really am glad now that I grew up in a more civilised society. You warriors are always threatening force, even after you've seen this problem solved by diplomacy."

"Oh, it is time for my lunch break. I ought to check on my order at Fantastic Fabrics." She leaves in a flurry of elegant cloth.
