In the eyes of PBOT parking enforcement, cars parked in bike lane is "priority 2/low priority", which is below parking in constuction company's reserved zone, hotel zone, and such.

This was assigned a "priority 2".

"SR 1894 priority 2, beat 43, for bike lane, location given was se 104 ave at se market st"

Priority 2 means goal of respond after all priority 1 calls are taken care of. This is explained in the consulting firm's report in

Update:

So I'm not sure what happened, but in this case, a meter maid came upon car in bike lane at 1112AM on 1/2/2024 on SE 162nd Ave between SE Market & SE Clay, then ordered it towed.

Back in the original issue, someone complained, radio dispatch gave it a low priority and a responding meter maid only cited it. I can't explain why that is. In the consultant report. So I am not sure if they've changed in the last few days or they continue to experience inconsistent application of rule organizational issue.

Once I obtain the citation #, I'll get the photos. update: got the photos. This was a tweaker van with a missing tire, towed for "bike lane", but it seems like that was just an excuse. If it was a construction scum vehicle, they wouldn't have towed it.

I just reported the 104th car again; I remember seeing it as early as 12/20; starting to wonder if it was stolen and abandoned, but I would think PPB would run the plates since it’s a common road for them to travel from east precinct.

It's a PBOT Parking Enforcement Division problem, which has problems of essentially unsupervised meter maids not consistently applying rules. It would have been resolved if they had just towed it like they do when they come upon cars in "no parking at anytime" that do not involve blocking bike lane.

I see parking enforcement resolved the case with a tow at 5:38PM, then completed the tow around 7PM, on January 3rd.

Do you mean shit BOT let them get away with sitting there that long before towing it?
I'll pull up the pics once available after a few days.
