The literacy rate of Ethiopia stands at a frankly dismal 5%, while we fought bravely with our swords to resist occupation and liberate our country, it is now time for us to put down the sword and pick up the pen. These education reforms are aimed at every level of education and involve both capital and recurring spending.

Addis Ababa University: As it stands, there is no institution for higher learning in all of our glorious empire. This stands as the neck of the bottle holding Ethiopia back from achieving greatness. Today Haile Selassie delivered a speech at what will become the entrance to Addis Ababa University. He proclaimed that in time this institution would be an equal to great universities like Oxford and that today the seed of knowledge is planted here. The first focus of this school would be to teach 2 year degrees in agriculture, teaching, and engineering to be expanded to more disciplines over time. It is also mentioned the schools mascot will be the Ibex and the emperor remarks "Go Ibex's"

International Recruiting: We have very little in the way of teachers at present, while it will take time for our own educators to be educated in the meantime we will recruit teachers internationally. Appealing to the various branches of Christianity to send teachers to train our good Christian children, in addition appealing to those in western English speaking nations. Specifically added efforts will be put into working with Jesuits.

School Building: The school infrastructure in Ethiopia is strongly lacking, as we receive applications from international citizens, schools will be erected. Since the government is coordinating these international teachers when a community is chosen for a teacher to go to, the requisite supplies to build a simple 1 to 2 room school house will be sent ahead and the local community will assemble it.

School System and Student Payments: The school system will broadly be centered around the principle of having children come to class during the morning and return home in the afternoon, with evening classes for adults. Hopefully this will allow more children to attend and give opportunities for adults to take classes in the evening to learn to read and write. In addition to this a payment of $10 will be given to any family whose child completes a year of school. Adults as well will receive a payment of $50 upon attendance of literacy classes and completion of a literacy test at an acceptable result.

Budget Breakdown: Prior to this the total education budget stood at $1,616,486.98 this is hereby increased to $11,546,335.57. In addition to this Sweden is funding primary education to the tune of $500,000/year for 10 years This will be broken down into the following payments.
