Traffic no longer spawns

I cleared traffic with a command menu because i was trying to adjust something, and now no traffic spawns other than service vehicles (other than outside traffic.) is there any way to reverse this without having to rebuild every single building??

If you give it enough time, new people with cars will move in. I don't think I've ever seen evidence that cims will buy a car more than once, so your existing population will probably just walk and use transit until it dies.
