‘Automatic headlights’ don’t work in fog? Safety Question

About 40-50% of the cars we passed on the road today had no headlights on or only had the dim side lights. Do automatic lights not work in fog for these modern cars? Seems super sketchy

One of the few things I dislike on my car, I feel like the sensor isn't smart enough, so I'm constantly having to force them on in conditions like this.

It's just a basic photo sensor for ambient light. Ever notice how bright it can be on overcast days? Fog is the same way, sunlight gets diffused and comes from all directions. Vehicles should just be equipped with 4 DRL that come on when the while is in gear, lights should always be on. Period
