Well first off the logging devices caputre EVERYTHING and I do mean everything. Now a lot of people where in the building for legit reasons (think congress people, their aides, security, lobbyist, etc) so they need to figure out which devices belonged to people who were supposed to be there.
Then they need to get warrants to cross reference the data.
Also you add in the complication of what if a govt employee say brought in his sons Ipad for the day and forgot to mention it? Ok awesome well now they have that ipad which isn't on the list of approved devices so they gotta sort through cases like that.
By going off of cameras its a lot faster.
Also they could use the data to confirm identity. Like say we catch suspect A, and he says he wasn't there. Awesome we pull the ID off his phone, cross reference it with the log data and we can go to court and say "Suspect A says he wasn't there, and sure the picture isn't that great, but his phone was there"
